My friend failed to appear in court 10 yrs ago, what happens now?

Hi there, I have a question to ask about the Canadian justice system regarding getting charged for a DUI, and then failing to appear in court. I have a close friend who 10 yrs ago, was charged for DUI; and was told he had to go to court. However; he failed to appear in court. Now that it has been 10 years, is it possible that he may nolonger be in the system? He has filed for EI, his taxes, and has obvioulsy worked, and personally I think if the police had a warrent out for his arrest, I'm sure they would have nabbed him long ago, since his name is all over place such as filing taxes, working EI etc. Am I wrong to assume this? I'm sure if they really wanted him, they would have arranged some bounty hunter or undercover police officer to locate him... Or they would have just looked up his name and grabbed him at his home.....
