Light Bulb Colour Temperature (Kelvin) and Vitamin D?

How is the kelvin of a light bulb changed? I heard by phosphors. But recently somebody told me that you get cheap lights that are painted to look like daylight and real daylight bulbs that give humans vitamin D. Is this true?
