Is threatening to take something to the police, unless you give them something in return blackmailing?

I have done absolutely nothing illegal, but this foreigner thinks he knows the laws and basically said if I didn't give him $50 that he was going to contact the 'proper authorities'. Isn't this technically blackmail? Could I nab him for blackmail? This guy is a complete jerk, best I turn the tables.
